Minimum Qualifications
- Seven (7) years of experience conducting fraud investigations and providing testimony in court
- Bachelor's degree in accounting
- Must hold a Certified Public Accountant License or be a Certified Fraud Examiner or hold an equivalent certification.
- Have at least six months’ experience participating in and conducting Medicaid Fraud Investigations
Duties
- Direct and conduct risk assessments of allegations or indications of potential Medicaid fraud.
- Review complaints and referrals from other OSC Divisions, outside agencies, and taxpayers.
- Direct and assist in the development of risk assessment strategies and tools related to examinations of potential Medicaid fraud.
- Direct and perform research on the functions of the entity to be examined to determine its purpose, organization, Medicaid funds involved, and applicable laws, rules, and regulations governing its operation.
- Direct and assist in establishing the scope of audits/examinations of potential Medicaid fraud by analyzing and determining areas to examine and the time frame to be examined.
- Direct and assist in planning audit/examinations activities, including specific tasks, and recommends audit/examination schedule.
- Direct and conduct audits/examinations of potential Medicaid fraud.
- Direct the performance of and perform various tests, reviews, reconciliations, analyses and evaluations of accounts, claims, records, and procedures.
- Direct and assist in ongoing audit/examination strategy and planning.
- Supervise and perform forensic analysis of financial Medicaid data.
- Supervise and review analyses performed by Auditors 1.
- Act as auditor-in-charge when conducting on-site examinations.
- Establish the scope of the examination by analyzing and determining areas and timeframe of potential Medicaid fraud.
- Plan and determine audit activities including specific audit tasks and audit schedules.
- Conduct and/or participate in case meetings with representatives of law enforcement to determine and explain audit goals and methodology, and to gain access to records;
- Provide instruction and training to Auditors 1, trainees and audit interns;
- Check samples of completed work for conformance with established laws, rules and policies;
- Performs the full range of supervisory and administrative activities, such as, preparing performance evaluations and approving travel plans.
- Prepare, conduct and participate in interviews of relevant witnesses and subjects of investigations.
- Direct the preparation of and/or prepare narrative reports of audit/examination tasks and findings.
- Prepare, review and/or approve narrative reports and other documentation prepared in relation to ongoing audits/examinations.
- Direct the performance of and perform analysis and research to trace Medicaid funds and identify assets for recovery.
- Direct the preparation of and prepare forensic accounting reports from Medicaid financial findings.

- Must have strong computer skills and be proficient in Excel, Word, BankScan and I2 Analyst Notebook.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
